The Institute of Public and Administrative Law offers various employment models in terms of time and requirements based on the collective bargaining agreement of the German federal states (TV-L) - including, in particular, law qualification positions.

The following types of positions exist at the Institute of Public and Administrative Law:
 

"Wissenschaftliche Mitarbeiter/innen" (m/f/d) are are research assistants and active in all areas of teaching, academic activities and third mission. They prepare drafts of examinations, edit scientific texts, or conduct research for parliamentary statements. As employees in the German higher civil service with at least the first degree in German Law (Staatsexamen), they are regularly active in half-time positions in order to run to their doctoral projects at the same time. In addition to excellent academic performance ("Prädikatsexamen"), applicants are generally expected to have practical experience in legal or related fields (e.g. previous SHK or WissHK activities, long-time internships).

"Wissenschaftliche Hilfskräfte" (m/f/d) are research assistants and perform important work in supporting teaching and academic activities, frequently with project-related tasks. Having passed at least the first degree in German Law (Staatsexamen), they regularly work fewer hours than Wissenschaftliche Mitarbeiter/innen and often combine their role with the German legal traineeship (Rechtsreferendariat) or a doctoral project supported financially by an external scholarship program. In addition to excellent academic performance ("Prädikatsexamen"), applicants are generally expected to have practical experience in legal or related fields (e.g. previous SHK activities, long-time internships).

Student Assistants (m/f/d) gain an early insight into the structure and processes of an academic institution - and can gather important practical experience in dealing with researchers and external stakeholders. Within the institute, they provide support to the scientific staff, work in the library, or perform minor organizational tasks. The positions usually consist of one working day per week and are held alongside law studies at the University of Cologne. Applicants are generally expected to have a good academic record - especially in public law - and, above all, to enjoy their work and, at best, to have previous experience in legal and related fields (e.g. internships, student representative functions).

Proofreading assistants (m/f/d) are responsible for the preliminary proofreading of examinations supervised by the Institute (written examinations, term papers). Having passed at least the first degree in German Law (Staatsexamen), they are employed on a contract basis for each correction run. Applicants are generally expected to have excellent academic performance ("Prädikatsexamen") and, ideally, previous experience in correcting exams and/or a focus on German domestic public law.

Interns (m/f/d) can get their first taste of science within the framework of compulsory internships at school. A particular affinity for law and an age-appropriate aptitude for working in a university environment are required. Internships within the meaning of § 8 JAG NRW are not offered.
Expressions of interest can be submitted at any time to the Secretariat, which will specify the additional documents that may need to be submitted upon request. The next possible date is summer 2024 (exact dates are subject to bilateral coordination).
